QUALIFICATIONS
FINANCE ASSISTANT TERMS OF REFERENCE
PROGRAM OBJECTIVES
The Country Management Support Unit (CSU) have been created in the organizational structure to support managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with policies, procedures, rules and organizational regulations on all administrative and financial matters and transactions in the context of an enterprise resource planning (ERP) system.
DESCRIPTION OF TASKS :
Under the general supervision of the Operations Manager, the incumbent will perform the following functions:
• Maintain financial records, financial transactions and ensure electronic advance records are up to date and fully balanced;
• Treatment of VAT and other receivables due to the Organization to ensure that they are quickly recovered;
• Processing of supplier invoices and control of all payment requests, ensuring that all supporting documents (invoices, contract, act of acceptance, etc.) are attached and duly signed, stamped and in accordance with the delegation of authority , before making any payment;
• Follow up on all payments due to suppliers;
• Reconcile bank accounts;
• Respond to all requests for information, provide advice and guidance to CO suppliers and perform all tasks closely related to their requests;
• Ensure budget analyzes and adjustments
• Control the compliance of budgets relating to funding requests from partners;
• Verify all financial transactions, reports, DFCs, DIs, GLOAs from the WHO Country Office to ensure accuracy and compliance with the organization’s financial rules, regulations, and operational procedures;
• Perform any other task assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education
Essential : High school diploma or equivalent technical training or business training with specialization in accounting, budgeting or finance.
Desirable : Diploma or higher education in accounting or finance will be an asset.
Experience
Essential : At least 5 years of experience in finance, budgeting and/or accounting.
Desirable : Experience in other areas such as administration, program management, and procurement would be an asset.
Having worked with a United Nations Agency would be an asset

• Ability to plan, organize, coordinate and implement inputs from multiple sources;

• Provide financial analysis reports using appropriate software;
