The United Nations Development Program (UNDP) has just started a new Country Program (CPD) for the period 2024-2023 in Burundi. This new program is structured around the following three main pillars:

1) Transformative governance,

2) Sustainable and inclusive growth and opportunities and

3) Environment and resilience to climate change and reduction of risks and disasters.

In order to operationalize this new country program, UNDP and the Government of Burundi have jointly formulated portfolios which aim to provide more systemic and sustainable responses to development problems and priorities with a view to effective structural transformation. This is how in the area of ​​governance, two portfolios were formulated respectively on: 1) Rule of law, Justice and Social Cohesion and 2) Effectiveness of Institutions.

The Rule of Law, Justice and Social Cohesion portfolio will contribute to improving the quality of human rights protection services, the fight against gender-based violence to reduce the number of cases of human and women’s rights violations, and to strengthen the supply and demand of justice to improve the quality of justice services, reduce the number of judicial backlogs including prison overcrowding and facilitate access to justice for populations with emphasis on the category of vulnerable people such as detainees, destitute people, returnees.

At the community level, the portfolio will contribute to the prevention and management of conflicts and community violence and the management of trauma linked to previous crises by strengthening participatory social dialogue, early warning mechanisms, local police. proximity, hill notables and the integrated response to SGBV to prevent and manage conflicts in time and thus contribute to reducing cases of injustice, discrimination, violation of human rights and the capitalization of peace. Under the leadership of the Ministry of Justice, the portfolio will be under the so-called “national execution” modality, with technical assistance which will be put in place by the UNDP.

It is in this dynamic that the UNDP Office in Burundi is recruiting a National Specialist in social cohesion and in the fight against sexual and gender-based violence. He/She will be part of the technical assistance as a member of the Portfolio Management Unit placed under the supervision of the Principal Technical Advisor Governance Portfolio Manager.

Duties and Responsibilities
The National Specialist in institutional support and public administration reform will contribute to the effective and efficient achievement of the objectives planned in the Rule of Law, Justice and Social Cohesion portfolio. In this regard, he or she will ensure, under the direct supervision of the Principal Technical Advisor, Governance portfolio manager, the following functions:

In this regard, the main expected results are as follows:

Advisory support in the prevention and management of conflicts at the community level, strengthening community security, capitalizing on peace and combating SGBV;
Design and planning of activities
Implementation and reporting on results
Mobilization of partnerships and resources, visibility
Knowledge sharing and any other task
Advisory support in matters of social cohesion, capitalization of peace and the fight against sexual and gender-based violence
Develop notes and/or proposals for discussion points for the UNDP and the Government on matters in its area of ​​expertise, including for the integrated response approach to GBV, in the event of new developments in this sector likely to influence achieving results;
Participate in thematic and/or strategic discussions on the sector if mandated
Design and planning of activities
In collaboration with the various stakeholders in the portfolio, the national specialist will be responsible for co-creating interventions in the field and will propose coherent and systemic actions that contribute to achieving the results targeted in the portfolio. and in the CPD. Its main tasks will be the following, but not limited to:

Contribute to the development of portfolio planning documents: annual work plan, quarterly operational plans, etc.
Participate in the organization of co-creation sessions with the various stakeholders in the portfolio;
Provide technical support in defining concrete interventions in the area of ​​its expertise, taking into account gender and groups with specific needs and with a perspective of transformational change;
Contribute to the development of operational tools: LoAs, Purchasing Plans, FACE, etc.
Contribute to planning exercises for the office (Integrated Annual Plan) and the United Nations System (UNSCDF)
Identify possible new stakeholders or new niches for intervention to better achieve the expected results
Jointly with stakeholders, carry out a risk analysis that could hinder the achievement of results and propose mitigation actions
Implementation and reporting on results
Development of operational elements for the implementation of activities in its sector (TORs, methodological approach, technical descriptions, etc.), ensuring that gender and other groups with specific needs are taken into account;
Contribute to strengthening the capacities of responsible parties in the implementation of activities;
Advise responsible parties in the implementation of activities and ensure the quality of products and results;
Technically support the operationalization of portfolio and CPD governance mechanisms;
Support responsible parties in reporting on results by ensuring the quality of the reports;
Contribute to the various reports of the Office (Annual Reports and others), on aspects concerning its area of ​​expertise
Contribute to the organization of monitoring, evaluation and learning activities according to the schedule established in the portfolio;
Supervise and monitor the work of partners and consultants recruited in the sectors of social cohesion, capitalization of peace and the fight against sexual and gender-based violence;
Mobilization of partnerships and resources, Visibility
Contribute to the implementation of the office’s communication and visibility strategy, for interventions in the area of ​​social cohesion, capitalization of peace and the fight against SGBV.
Contribute to the establishment of solid relationships with the main partners in the field of social cohesion, capitalization of peace and the fight against SGBV and identify partnership opportunities;
Identify resource mobilization opportunities and propose concept notes according to targeted potential donors

Knowledge sharing and any other task
Identify and synthesize good practices and lessons learned in the area of ​​social cohesion, community safety and the fight against SGBV and share with other colleagues;
Actively participate in knowledge networks according to appropriate areas of expertise
Contribute to the organization and/or animation of other office activities if required: retreats, representative committees, etc.
Strengthen the capabilities of colleagues on request (peer learning)
Participate in ad hoc working groups on cross-cutting themes
Contribute to various meetings (thematic sub-groups, Coordination, CPA, etc.) and to missions related to UNDP objectives.

Required Qualifications.
Education

Higher university degree (Master’s degree or equivalent) in Law, human and social sciences, political sciences or related field is required, OR
A first level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience
Have at least 5 years (with a Master’s degree) or 7 years (with a Bachelor’s degree) of professional experience, within a national institution or in an organization operating in these areas of expertise.
At least 3 years of experience in technical support for the implementation of projects or programs for social cohesion, capitalization of peace and the fight against sexual and gender-based violence
Proven experience in resource mobilization and partnership management
Required skills
In-depth knowledge of themes related to the prevention and management of conflicts at the community level, the capitalization of peace, social cohesion, the capitalization of peace and the fight against SGBV and gender equality;
Demonstrate work experience on themes relating to prevention objectives and conflict management at the community level, capitalization of peace and the fight against SGBV
